DICE has recently come out and said that there will be a squad leader that will be able to call in artillery strikes to anywhere on the map. Also a commander feature that has been relayed over from Battlefield 2142 that will now be available for any regular soldier is a UAV, and there will be a unlockable UAV for the engineer class also. This is most likely implemented since there will be no Commander in BF3.
But DICE's Karl-Magnus Troedsson at Eurogamer (Which just ended today) said that the Artillery strike will be a addition to the mortar strike, which everyone can get playing as a engineer. I like how they are doing this so one guy doesn't have totally power so squads can be a little more independent. A lot of people are disappointed about not having their beloved Commander in Battlefield but hopefully this new update made their bitterness a little bit less.
